We Want to Hear From You! Public Engagement is now Open!Active transportation means getting around using one&#39;s own energy, including activities like walking, cycling, jogging, skateboarding, inline skating or traveling using a non-motorized wheelchair, scooter, or other active mobility options. Active transportation infrastructure projects aim to create key safety-focused connections that are healthy, enjoyable, and convenient for people of all ages and abilities, such as multi-use pathways, raised sidewalks, protected bike lanes, and traffic calming measures. Supporting active transportation projects and initiatives is an important step in encouraging people to be active and enjoy the outdoors while travelling and providing the infrastructure to do so comfortably. Providing more active transportation options for everyone will also support efforts to reduce traffic congestion and greenhouse gas emissions by reducing car dependency as the city grows. The development of an Active Transportation Plan in parallel with a Transportation Master Plan is a key priority under Council&#39;s Strategic Plan.Current Project Currently, the Latoria Active Transportation Infrastructure Project is being expedited ahead of the City&rsquo;s Active Transportation Plan because the new elementary school is set to open in September 2025. This work aligns with Colwood&rsquo;s ultimate road cross-section for Latoria Road, and the BC Active Transportation Design Guide, which aims to create safe pedestrian and bike routes in South Langford, for all ages and abilities. While this project emphasizes active transportation, it is also anticipated to alleviate road congestion, leading to less traffic and improved driving conditions. This project has three phases:Phase One Phase one of this project will commence in 2025, subject to our successful BC Active Transportation Grant application and will include:<ul><li>Protected bike lanes on both sides of Latoria Road from Triangle Trail to Whimfield Terrace.</li><li>The addition of sidewalk on one side of Latoria Road, starting on the south side from the existing sidewalk, east of Pritchard Creek Road to Klahanie Drive, and switching to the north side at the new elementary school from Klahanie Drive to the existing pathway connection to Whimfield Terrace.</li></ul>This network will provide residents with safe routes to the new elementary school expected to open in September 2025. Given that many families live near the school and aren&#39;t eligible for bus services, the City understands that offering various alternative routes to school can help ease congestion during peak hours. Phase two and three will connect sidewalks, from Whimfield Terrace to the Colwood Border, and from Happy Valley Road to Pritchard Creek Road, respectively. The City of Langford is currently in phase one and is seeking public feedback to support its BC Active Transportation Infrastructure Grant and requests residents to provide their input by end of day, October 22nd, 2024 by:<ul><li>Completing a short survey located at LetsChatLangford.ca</li><li>Attending the Langford Fire Department Open House, October 6, 2024, 10 a.m. to 2 p.m., 2625 Peatt Road</li><li>Attending the October 21st Council Meeting to provide input during public participation</li></ul>We look forward to hearing from you!

Latoria Road Active Transportation Project

Work to Date In 2020, the City of Langford created a Community Wildfire Protection Plan which provided a framework for the management of wildfire risk in Langford. This plan also provided opportunities to access funding and resources from the Province of British Columbia to help prepare the community for a wildfire event. In 2002 a Development Permit Policy was created requiring new development that is close to forested areas to be built with fire-resistant materials, create fuel-free barriers between homes, buildings and forests, and to install landscaping that has low flammability. While important work has been done to date, it is important to take time to reflect on the current plan, make updates, and continue to take a proactive approach to community wildfire resiliency. Historical and Climate Context Climate projections for the Capital Region indicate that global warming will lead to more extreme climate events, such as intense storms and long heat waves. The Region is expected to see increased rainfall in fall, winter, and spring, but less in the summer, with more intense and frequent rainfall events overall. Summers will become hotter, with fewer freezing days in winter, and greater variability between seasons. These changes will lead to longer and more intense wildfire seasons, as observed in other regions of BC and North America. Warmer conditions in spring and fall will extend the fire season, while droughts and insect outbreaks weaken forest health, increasing tree mortality and fuel loads. Despite uncertainties about the rate of climate change, the lengthening fire season in BC suggests increasing wildfire frequency and intensity in the area. In July 2024, the Old Man Lake wildfire near Sooke, BC, started as a human-caused fire and grew rapidly, reaching 169 hectares within days. It continued to burn out of control, leading to the closure of nearby parks, including Sooke Potholes Regional Park, sections of the Galloping Goose Trail, and local campgrounds. By early August, it had grown to 230 hectares but was eventually brought under control. Fortunately this fire did not threaten any urban areas directly, however, it did cause smoke which affected air quality across the Region. Next Steps Towards Continued Community Resiliency A new Community Wildfire Resiliency Plan funded by the Provincial Government&rsquo;s Community Resiliency Investment Program will guide the City on priorities for managing wildfire risk in the wildland-urban interface, the area where homes and buildings meet forest vegetation. The City is working with professional forestry consultants to update the Plan, which is being led by Langford Fire Rescue. The project is expected to be completed in early 2025, when the new plan will be reviewed by Council. Council&rsquo;s Strategic Plan The Community Wildfire Resiliency Plan will support Council&rsquo;s Strategic Plan priorities of sustainable development, and climate change and environmental stewardship by offering guidance to the City&rsquo;s FireSmart program, and opportunities to enhance wildfire prevention, preparedness, and mitigation.

Community Wildfire Resiliency Plan

The City of Langford is developing a Construction Impact Management Strategy which is a key component of a &lsquo;Good Neighbour&rsquo; Policy. The &lsquo;Good Neighbour&rsquo; Policy will provide direction and requires a commitment from all developers and businesses at the earliest stage of permitting on how to effectively mitigate potential impacts, inform residents, and address issues throughout development and operations. The overall objective of the &lsquo;Good Neighbour&rsquo; Policy is to accommodate growth, development, and business operations in a way that is reasonably livable for neighbouring residents. Since the majority of complaints in a growing city are related to construction nuisances, the City is addressing this first through the Construction Impact Management Strategy. Nuisances caused by on-going business operations will not be addressed through the Construction Impact Management Strategy but rather through the next phase of the &lsquo;Good Neighbour&rsquo; Policy process. The following is a representation of the order and focus of the strategy and policy:<ol><li>Construction Impact Management Strategy focus &rarr; Development/Construction</li><li>&lsquo;Good Neighbour&rsquo; Policy focus &rarr; Development/Construction + Business Operations</li></ol>To develop this Strategy, we want to hear how and where residents are impacted by construction, understand the community&rsquo;s priorities for change, and learn about how some contractors are already being good neighbours. This survey will take approximately 5-10 minutes to complete and closes November 3, 2024.<h2>Background</h2>Construction is essential to grow our City and provide affordable housing and amenities to residents. However, construction nuisances are sometimes a significant source of complaints in a growing city. This is usually because there are gaps in our bylaws that prevent the City from mitigating certain construction practices. To support the development of a Construction Impact Management Strategy, staff conducted a gaps analysis of the City&rsquo;s existing bylaws against current complaints and a literature review of established &lsquo;Good Neighbour&rsquo; policies in BC. For a full background and more information on the preliminary results of the gaps analysis, please refer to the <a href="https://pub-langford.escribemeetings.com/filestream.ashx?DocumentId=10411">Construction Impact Management Strategy Staff Report to the Sustainable Development Advisory Committee</a> dated June 10, 2024.The Construction Impact Management Strategy will balance the unavoidable impacts of construction, such as noise and road closures during allowable hours, with the expectation that contractors be &ldquo;good neighbours&rdquo; by communicating with residents and minimizing or making good on impacts to nearby homes and businesses. Examples of reasonable and unreasonable construction impacts are shared below. Examples of Reasonable Impacts (considered legitimate disruptions)<ul><li>Noise during allowable times (7 a.m. to 7 p.m. on weekdays and 9 a.m. to 5 p.m. on Saturdays)</li><li>Some dust or equipment exhaust</li><li>Crane setup/take-down</li><li>Hammering, drilling, blasting</li><li>Equipment back-up beepers</li><li>Extra-long concrete pours </li><li>Planned and limited road/sidewalk closures or traffic changes </li><li>Construction licences for street occupancy for extended periods of time, in agreement with the City</li></ul><hr>Examples of Unreasonable Impacts (considered poor construction practices)<ul><li>Noise outside of allowable times </li><li>On-street parking violations</li><li>Damage to surrounding properties</li><li>Rude or offensive behaviour from workers</li><li>Inadequate site security and safety</li><li>Excessive dust and smoke</li><li>Insufficient erosion and sediment control or environmental spills</li><li>Improper storage of materials</li><li>Unpermitted sidewalk/street blockages</li></ul><hr>This survey is intended to understand how residents are impacted by construction in Langford. Targeted engagement will take place with the business and development community later this year when draft bylaw amendments have been prepared.

Construction Impact Management Strategy

We Want to Hear From You! Phase Two Public Engagement Open!The City of Langford is in the process of developing its first Urban Forest Management Plan (UFMP). The UFMP will identify the community&rsquo;s 25‑year vision and values in managing its urban forest and will set out the objectives that will guide the City in addressing the ranging challenges now facing urban trees and their maintenance. Phase two engagement is now open! Please join us Wednesday, July 24 from 7-9pm to hear a presentation from the technical consultant, and then chat with staff and the consultant about the <a href="https://letschatlangford.ca/40093/widgets/180065/documents/135130" rel="noopener noreferrer" target="_blank">draft plan</a>. An updated survey will also be live at 4pm, July 19.The UFMP will contain tailored actions the City will seek to implement in achieving the community-led vision for its urban forest over the next 25 years. The UFMP will include: <ul><li>Baseline information on the current state of Langford&rsquo;s urban forest</li><li>A long-term vision for the City&rsquo;s urban forest</li><li>Program goals, recommendations, and targets</li><li>Operational plans, policies and specifications to support the Plan&rsquo;s implementation.</li></ul>Langford&rsquo;s urban forest consists of all trees, forested areas, plants, soils, and ecosystem components located within the city boundary. Many types of trees make up the urban forest, including public street trees, park (i.e., ornamental) and woodland trees, as well as the trees on private land in both urban and rural landscapes. Langford&rsquo;s trees are an important community asset, and the City is developing its first UFMP in recognition of this value. <img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/e16fe6069d645052547216c6aafeda1316a64992/original/1698335904/36265ee288ed0615cf8bf389613809a9_Intro_photo.png?1698335904" style="width: 953px;" class="fr-fic fr-dib">The urban forest is essential to Langford&rsquo;s character, biodiversity, climate resilience, health and well-being. The UFMP will help ensure the community maximizes the benefits supported by the urban forest, providing a framework and specific recommendations designed to achieve fair balance between the diversity of interests held in urban forest management. This project is being funded through the province&#39;s Local Government Climate Action Program. The Local Government Climate Action Program (LGCAP) provides local governments and Modern Treaty Nations with predictable and stable funding. This funding supports local climate action that reduces emissions and prepares communities for the impacts of a changing climate.The development of the UFMP is occurring over several phases, including two phases of public engagement. The first phase of public engagement, launching November 1st, 2023, will seek community input and insights to inform the vision and strategic directions of the draft Urban Forest Management Plan. The second phase, targeted for Spring 2024, will collect feedback on the draft plan. To stay informed, please subscribe to the project page.
