Update as on June 24, 2025


The City of Langford is pleased to provide an update to the public regarding the next phase of the transformation of Woodlands Park into an urban oasis. Starting last night and continuing over the coming weeks, community members may observe manufactured homes being relocated from the property.

To facilitate this process, the City has entered into an agreement with Knightway Mobile Haulers. Over the next five years, and once the City has purchased each manufactured home, Knightway will remove all manufactured homes at Woodlands Park to be removed at no cost to the City.

Knightway will remediate and demolish those manufactured homes that have reached the end of their lifecycle.

Manufactured homes that are in suitable condition will be relocated off site by Knightway, who will retain the right to resell these units to recover their costs.

To ensure there is no contamination at Woodlands Park, in 2024, the City commissioned a Phase 2 Environmental Site Assessment for the property. The City is pleased to report that the study found no environmental concerns. As manufactured homes are removed, every effort will be made to preserve trees and vegetation on site, except for minor branch trimming. Vacated pads will be converted to sod until detailed park design and construction takes place.

The City of Langford is dedicated to the responsible management of Woodlands Park as we progress with the transformation from a manufactured home park into an urban oasis.

Background

On January 22nd, 2025, the City of Langford will become the owners of Woodlands Park, located at 848 Hockley Avenue. This land acquisition addresses the need for additional parks, trails, and open space in Langford’s downtown, as highlighted by the City’s Parks Needs Assessment, Urban Forest Management Plan, and Official Community Plan Refresh public input.

The City is here to support Woodlands Park residents during the five-year transition period, as the Woodlands Manufactured Home Park winds down operations with the retirement of Ralph and Laura.


Please know that Council has put specific measures in place that will provide residents of Woodlands Park with a clear pathway forward for when you are ready to think about next steps. The City has contracted a dedicated and knowledgeable Tenant Liaison, who will be there to support you, answer questions, provide various contact information, and will guide you through the robust supports that the City has put in place. To respectfully wind down the manufactured home park operations over the next five years, Council has approved a robust set of supports for existing tenants of Woodlands Park that exceeds the requirements of the provincial Manufactured Home Park Tenancy Act. Tenants will have the option of continuing to reside in Woodlands Park for up to five years, until January 31, 2030, at which time the City will purchase each manufactured home for the assessed value plus 10%, should the tenant not be able to or want to relocate their manufactured home. Tenants can also request that the City purchase their manufactured home at any time over the next five years at the assessed value plus 10%, if the tenants’ life circumstances require an earlier move. To facilitate this, the City will budget up to $1 million annually to purchase homes as tenants are ready to move.
